BIS published a major final rule that cleans up several provisions of the Export Administration Regulations and adds new restrictions. Notably, the new rule imposes license requirements for export, re-export, or in-country transfers of items subject to EAR to SDNs designated under 11 sanctions programs administered by OFAC. The 11 authorities are either related to Russia sanctions or counter-narcotics sanctions. (Note that SDN designated under counter-terrorism and NPWMD programs were already subject to this BIS restriction.) (Final Rule)
